If you are an experienced driver and maintain some caution on the roads you should manage to avoid trouble. If you are a bit of a nervous driver you may be better off hiring transfers if only to save yourself the stress and allow yourself to fully enjoy your vacation. Below are some points to keep in mind:

"PASADENA - Pasadena police will be watching high-collision intersections throughout the city between 6 a.m. and noon today as part of a program intended to reduce traffic accidents.
The program aims to reduce collisions resulting from drivers running red lights or driving aggressively through such intersections.
Funding for the program comes from a grant by the California Office of Traffic Safety originating with the National Highway Traffic Safety Administration."
This coverage shows the condition of the roads and highways in L.A. The traffic has been increased almost 50% for the past 5 years.
The Top 100 list released by INRIX puts Los Angeles at the very top as in the #1 Worst traffic cities in the world. Number one most-congested metro. It's even getting worse in Ventura County, according to the Star, which reminisces about the open roads of the recession because really, rising unemployment is the best cure for freeway congestion.
Some Useful Tips To Follow this winter on the L.A. roads for New Drivers and Visitors:
Avoid driving during high traffic hours
Avoid driving at 8am-10am as you will find that most roads, even along the major highway and freeways, are unlit as soon as you leave any built-up area.
Avoid driving at night time between 11pm till midnight especially Friday and Saturday nights.
Drink driving is fairly common in L.A. and there is more likelihood of coming up against one of these reprobates at night time.
Another
time to avoid driving at mornings is if you are heading up into the hills, for example to Hollywood Hills East side where some sections have perilous drop-offs unseen to the visitor's eye and private roads that are monitored by local law enforcement protecting residential privacy till 10am.
Highways and Freeways
If you’re not comfortable driving highway don’t overtake. The highway is only 2 lanes in most places which means that if you didn’t know how to overtake before you arrived in L.A. you will have to learn pretty quick.
You can frequently get stuck behind 2 or 3 trucks on any freeway or highway. Avoid driving 405 around 4pm-7pm. It gets real busy and you may end up stuck for 2-3 hours just to get from LAX to any point in of destination in San Fernando Valley or LA.
Road Potholes
Road potholing may become a new L.A.n sport before too long if they get much deeper! O.K. possibly a slight exaggeration, still, don’t take your eye of the road unless you want to do some serious damage to your car. I’m talking about canyons. The very famous one is Laurel Canyon that connect Los Angeles part with San Fernando Part.
Sometimes, a car ahead, swerving to avoid a pothole does not always accompany this with a check on whether anyone is coming up on the inside. In fact using mirrors at all, seems to be viewed with a somewhat ‘take it or leave it’ attitude, so be careful.
Standard Car
You can get away with a standard car if you want to. There are a few roads which can only be traversed in a 4x4 but these are very localized. However, if you don’t want to travel at a snail’s pace on certain roads or to have your internal organs rearranged we would suggest a 4x4 as being a more comfortable mode of travel.
Speed Limits and L.A. Traffic Regulations
Take note of the speed limit wherever you are as the traffic police are usually out in force with their radar at all times of the day and night. So be on alert.
If cars are flashing you from the opposite direction it is usually a warning that the traffic police are up ahead. If you are stopped accept the ticket that the policeman gives you.
Please do not argue with the police officer. If you feel you are wrongfully penalized just visit a court appointed for your case and try to find the fair judgment while eligible. You can get help with your Traffic ticket no questions about.
A traffic ticket could cost up to $400. The maximum fine for speeding at 100 mph and under is $100 (although assessments increase the amount of every fine.) The scheduled fine for 1-15 mph over the limit is $35, which including assessments is about $235. Your fine should be close to that.
If you have rented a car, usually the rental agency will be able to take care of the ticket for you although they will add an extra charge for this service.
